This is not a statue, it's a float that was carried by men. 

In July, Hakata District is home to the Gion Yamakasa Festival.  Here's what Monica says about it:

Each of the seven districts in Fukuoka build elaborate floats.  Some of these are racing floats (which weigh a ton); some are giant towering display floats featuring elaborate dolls and figures (like this one.)  The floats are carried (and raced) by teams of men.

Building the floats is a complex  process, involving artists, carpenters, and strong builders.  Then there are blessing rituals, practice runs, racing strategy sessions, etc. 

The racing course is 5 km long -- with twists and turns, so the racers have to run in rhythm (short strides) and know when to stand still or run faster when making turns.
