Seoul may have the best tourist information
available, personal and published, of any city I've been
in. One of the charming people sent us here for a free view
of central Seoul and a nearly aerial view of Deoksugong
Palace. It's the top floor of the City Hall Annex.
There's even a cafe with $2 coffee. (I assume it's terrible
coffee but half-priced terrible coffee is better than
full-priced terrible coffee.)
